Message outer circumference of both front tires with fixture that has a a fixed scribe on either end. Then he measures front and rear markings to set the difference.

Furthermore, I always have wheels and tires roadforce balanced on a Hunter 9700. This equipment measures both rim and tire runout independent of each other. And the shop, when asked, will clock the wheel and tire to achieve the best native balance before adding wheel weights. In the last two years, during two separate new tire purchases, I've sent two tires back to TireRack because they exceeded roadforce 17lb. limit, even though they could be spun balanced to zero.
